Few enterprise architecture changes are simple enough to be implemented without a Transition Plan. Transition Planning develops a strategy and plan for effectively managing the transition from the current environment to the environment described by the enterprise architecture. The plan identifies the sequence of activities that must be completed in order to implement the future architecture. The establishment of a governance structure is also defined in the Transition Plan.

The governance structure supports the Transition Plan and establishes a chain of command for implementation decisions. This governing body will provide guidance on the interpretation of the enterprise architecture, manage communication, and ensure consistent use of the enterprise architecture. The governance structure also ensures that the enterprise architecture is revisited and refined through subsequent transition phases.
